The Flanagan site referred to as Kwon's Auto Service has been a gasoline service station for many decades. The oldest documents (see attached tank replacement documents from 1955 and 1989) produced by the Flanagans (owners for approximately the last half century) show a proposed Amoco station with new 3,000 gallon tanks. 

Tell-tale references on the document indicate these to be replacement tanks. These tanks were replaced at least once including the 1989 double walled tanks that Mark Annis ANCO subsequently removed in 2006. We believe successive tank installations were initiated due to failure of the old system. This hypothesis is supported by forensic analysis performed by World Wide Geosciences Inc. 

Historic concentration decreases are apparent in the benzene, methyl tert-butyl ether (MTBE), and tertiary-butyl alcohol (TBA) analytes that have either recently exceeded or currently still exceed the respective GWQS. The decreases began by 2005, before the 2006 removal of the 1989 USTs, suggesting that a significant fraction of the contamination remained from an earlier pre-1989 UST system. 


Mark Annis Gillette As concluded by Worldwide Geosciences (WWG), Inc. of Houston Texas, the overall petroleum assemblages observed in the two groundwater samples collected at MW-4 and MW-S on July 29, 2005, appear to consist at least in significant portion of petroleum, specifically gasoline, produced before 1976, and not comprised predominantly of either fresh or weathered gasoline produced within the last 34 years. 

The bulleted portions of the summary below are excerpted from the WWG 2/8/2006 Fingerprint Analysis report from a chromatograph of dissolved contaminants from 7/29/05 groundwater samples collected at MW-4 and MW-5 and analyzed for the remedial investigation. Monitor wells were installed by Mark Annis ANCO and have been monitored since 2003 at the site.

The TBA contamination at the latest gasoline underground storage tank (UST) field was highest (11,000 and 42,000 pg/L of TBA at MW-4 and -5, installed on 2/14/05) on May 18, 2005 and had declined (to 2,000 and 480 pg/L of TBA, respectively) by 2009 following the 2006 UST removal. 

Well MW-3 (installed on 6/19/03 along with MW-1 & -2) exhibited a high of 1,700 pg/L of TBA on July 8, 2003, and concentrations have declined rapidly at the well since then. 

WWG's Forensic Fingerprint Analysis on petroleum-impacted groundwater from MW-4 and MW-5 collected on 7/29/05, indicates the presence of contaminants representing residual fractions of severely weathered gasoline produced prior to 1976. 

Lines of evidence and reasoning toward this conclusion are as follows: 

• Both the chromatographic signatures of the MW-4 water sample and the BTEX concentration values obtained on May 2005 water samples indicated a significantly older gasoline as the source of these hydrocarbons. The MW-4 and MW-5 water samples show similar characteristics and indicate multiple events have contributed constituents to these water samples. 

• The reported BTEX (target compound volatile hydrocarbons) concentrations alone indicate the hydrocarbon assemblage (severely weathered gasoline) associated with the MW-4 water sample is at least a pre-1980 and probably pre-1975 gasoline ('Petersen, 1995). 

• The very high predominance of ethylbenzene over total xylenes indicates the parent gasoline most probably was produced prior to 1975 ('Yang et al., 1995). 

• The low proportion of benzene and toluene compared to ethylbenzene and the xylenes (8+T/E+X) indicates the dissolved phase hydrocarbons in the MW-4 water sample were derived from a highly weathered gasoline, not a fresh gasoline.
